Investment Attraction Services
One of PacTac's principal businesses is assisting organizations in attracting foreign direct investment. Within the last four years PacTac Advisors has assisted economic development organizations representing locations in Australia, Barbados, Canada, Germany, India, Indonesia, Jamaica, New Zealand, Oman, Philippines, Puerto Rico, Switzerland, Thailand, and the United Kingdom.
PacTac's Investment Attraction Services are focused on the "tactical"
side of investment promotion - the implementation part of investment promotion
efforts. Once an organization has identified its targeted industries, PacTac helps
turn those targeted industries into investing companies. PacTac's expertise is
the development and implementation of targeted, effective programs for those industries,
marketing to the companies in those industries, and finding investment projects
for our clients.
PacTac works exclusively on international investment projects involving North
America, either by promoting locations outside North America to North American
companies, or by promoting North American locations to companies located outside
North America.
PacTac's services include
- Developing marketing plans for specific industries and industry
sub-sectors.
- Identifying data needed for presentation to prospective investors.
- Assisting in the preparation of marketing materials.
- Identifying industry sub-sectors with the best investment potential.
- Executing the marketing plan on an industry-by-industry basis.
- Identifying and profiling targeted companies.
- Contacting targeted companies on behalf of the client.
- Qualifying investment projects at targeted companies.
- Preparing detailed reports on potential investment projects.

- Arranging meetings for client representatives with targeted companies.
- Providing telephone and in-person project follow-up for offshore clients.

The client determines which of these services are utilized. PacTac works with
you, the client, to develop as comprehensive a program for each identified industry
as you request.
Sample services:
- Lead generation. PacTac will work with a client to identify the relevant issues
of attracting an industry to the client's location, and will go through a proprietary
three step research process to identify potential investor companies. We will
then contact key executives at those companies to identify (1) the companies
with appropriate projects likely within the next two years and (2) the key executives
interested in meeting with the client to further discuss placing the project
in the client's location. PacTac generates specific executive contacts involved
in the decision making for active deals, rather than low level functionaries
assigned to meet with any and all investment promotion agencies. To quote a
reference letter from the Industrial Development Board for Northern Ireland:
"PacTac has consistently identified a number of quality leads where inward
investment opportunities exist. PacTac has also demonstrated an ability to provide
detailed material in support of these leads and provided contacts at senior
levels."
- Overseas investment missions. PacTac will work with a client to arrange overseas
visit programs in North America. These programs will focus on specific industries
and will include one-on-one meetings with appropriate companies. The programs
can also include trade shows, group presentations, luncheons, dinners, receptions,
and the like. These missions can be arranged on a fixed-price basis for entire
missions, or on an event-by-event basis.
- Visitor follow-up. Often organizations have promising visits to their locations
from North American companies, but then do not have appropriate representation
in North America to follow-up on those visits. Such follow-up can be critical
in keeping interest active and in uncovering issues and concerns generated by
the visit. PacTac will provide follow-up services on individual companies, including
both telephone and in-person contact, on behalf of the client.
- Industry-specific incentives. As governments develop more sophisticated incentives, they structure their incentives programs to attract specific industries that they have identified as attractive. As examples, incentives could be broadly structured to attract research facilities, or narrowly focused on the down-stream natural gas processing industry. For any such program, PacTac will assess the needs of the specific industry, the alternative incentives acceptable to the government, and incentives currently being offered by competitive locations. PacTac will contact key industry executives to determine what they consider the most valuable incentives. In most cases, PacTac will also involve a local advisor to assist with the project. The effort will be to maximize the investor's benefits while minimizing the government's cost. PacTac will then help the client structure a best-practice incentives program to help attract that specific industry.
- Customizing incentives. When an organization is negotiating incentives with
a potential corporate investor, PacTac will assess the company's incentives
needs and the government's incentive options, and then help customize the incentives
offered to best match available incentives with that investor's needs. Many
best practices for investment incentives can be applied to reduce the overall
costs for the location, while better providing what the investor values.
